What should the pilot scorecard measure?

Scopeframe research deskSection 08Page 9 of 12Updated 20 October 2026

Use the following proposed measurement definitions consistently across the current and alternative workflows. Agree targets before seeing results; this research does not establish universal acceptance-rate, turnaround or cost benchmarks.

Measure Proposed definition Protection against misleading results
Total cost per accepted file Attributable cohort costs ÷ unique accepted files in that cohort Include retained work, failed attempts and unresolved-file costs; identify provisional results.
First-pass acceptance First submissions accepted without required correction or substantive reviewer editing ÷ first submissions reviewed Count reviewer repairs as rework even when nobody formally returns the file.
Material-error rate Audited files containing at least one material error ÷ audited files Report draft-stage and post-acceptance findings separately; include omissions and unsupported additions.
Review and correction effort Recorded internal minutes, separated by activity Include handling of exceptions and repeated reviews; do not count the same time twice.
Elapsed time to usable file Time from initial packet receipt to carrier production acceptance Also record complete-input-to-acceptance time; expose input waiting and report the age of unresolved files.
Cohort disposition Counts offered, accepted for production, declined, cancelled, returned, accepted and unresolved Keep reasons visible so difficult files cannot disappear from the comparison.
Released capacity and cash effect Hours made available, alongside separately evidenced budget changes Do not label released hours as payroll savings without a corresponding financial change.

Keep indemnity outcomes separate from production-efficiency measures. The proposed quality objective is supported, accurate work—not estimates that are systematically higher or lower.
