Stage 4: Should you improve in-house estimating, buy software or outsource production?

Choose the operating model by the work you need removed—not by the supplier category’s marketing label. Keep improved internal production as a genuine comparator.

Route to test Use it as a hypothesis when… Explicitly measure retained work
Improved internal or centralized estimating Requirements, routing or training appear to explain the bottleneck Supervision, utilisation, software, QA and surge cover
Targeted automation A bounded task such as extraction, checking or document assembly is the problem Exceptions, verification, rule maintenance and integration
Outsourced estimate writing Estimate construction is the measured constraint Intake, other file documents, final QA and revisions
Managed file production Several preparation tasks need one accountable delivery owner Carrier review, disputed evidence, exceptions and claims decisions
Hybrid or overflow support The internal route works but selected volumes or file types need support Routing, duplicated overhead, hand-offs and minimum commitments

Public offerings illustrate why scope matters. Cotality lists estimating and rules-based validation within its property claims suite. SeekNow distinguishes a written-estimate service from FastEstimate drafts that the carrier’s adjuster finishes. Neither description establishes the buyer’s eventual accepted-file cost. Scope-normalisation checklist

  • ☐ Assign responsibility for intake, evidence queries, estimate writing, photographs, narrative, QA, revisions and upload.
  • ☐ Identify the party performing each task and the party paying for it.
  • ☐ Separate physical inspection charges from production charges.
  • ☐ Require prices for the same loss mix, input condition and deliverables.
  • ☐ Include an improved-internal comparator, not just the current process unchanged.
  • ☐ Record what would reverse the preferred option: lower volume, more exceptions, additional integration or higher review time.

Decision gate: Every compared route covers a common scope, with exclusions and retained carrier activities priced or clearly unpriced.
