Ask for separate prices or explicit inclusion statements for the following items.
| Commercial item | Clarification to require |
|---|---|
| Base unit | Per submitted file, delivered estimate, accepted package, hour, user or document? |
| Complexity | How are bands assigned, challenged and changed after submission? |
| Deliverables | Which native files, reports, photographs, narratives and QA records are included? |
| Input problems | Who identifies missing evidence, contacts the inspection source and tracks resolution? |
| Producer errors | Which corrections are included, and does the obligation survive initial approval? |
| Supplements | How are new information, changed instructions and original errors distinguished? |
| Acceptance | Who decides, against which standard, with what dispute procedure? |
| Turnaround | Which start and finish events apply; which pauses are permitted and visible? |
| Surge | What capacity is reserved, at what price, priority and duration? |
| Minimums | What happens when actual volume or mix differs from forecast? |
| Integration | Who pays for implementation, platform access, maintenance and failed transfers? |
| Exit | What can be exported, in which format, when, and at what cost? |
| Evaluation rights | Can the carrier conduct internal comparisons, independent audits and agreed performance testing? |
What does the public-contract evidence reveal?
*It assigns review responsibilities to the client and includes restrictions on use for benchmarking or evaluating competing products. It also states that submitted data is not used for training or product development. These are published terms, not verification of operational compliance or the terms of a negotiated carrier agreement.
Recommended response: negotiate explicit precedence for the signed service schedule, objective acceptance, appropriate correction obligations and written permission for the intended evaluation. Apply the same questions to every bidder.
Conversely, Citizens’ review-services paper demonstrates a fixed-per-assignment arrangement without a minimum commitment. It does not establish that managed production suppliers will offer equivalent terms or that reserved catastrophe capacity is included. (citizensfla.com)
