Market data and deal flow

What should an insurer take away?

Scopeframe research deskSection 11Page 1 of 12Updated 20 October 2026

Property claims file production is a real procurement category, but public evidence does not establish a reliable national market total or growth rate. Buyers can substantiate the surrounding claims workload, selected supplier prices and recent investment activity. They cannot yet substantiate a market-wide price per carrier-accepted file.

The most useful findings are:

  • The surrounding expense pool is substantial. Published homeowners insurance data imply approximately $8.9 billion of adjusting and other expenses in 2025. That includes much more than outsourced file production and is not this market’s revenue. The calculation uses a 5.8% expense ratio and $152.6 billion of net premiums earned. (iii.org)
  • Severity growth is not file-volume growth. LexisNexis’ 2026 report says 2025 claim frequency declined across every peril except fire and lightning, while overall severity reached its highest level in the seven-year observation period. (risk.lexisnexis.com)
  • Public estimate-writing prices are not carrier procurement benchmarks. Reviewed suppliers advertise limited services starting at $100–$299, but scope and charging structures differ. (restimate.com)
  • Investment is reaching estimating and adjacent workflows. XBuild announced a $19 million Series A on 20 January 2026. Its contractor-oriented product and project volumes should not be confused with carrier-approved claim-file production. (prnewswire.com)

Buyer recommendation: compare suppliers on total cost per accepted property claim file, using your own loss mix and acceptance standard. Do not use catastrophe indemnity, construction project value or funding announcements as substitutes for production revenue.

*Its operating figures are therefore treated as supplier assertions—not independent evidence of market size, comparative accuracy or buyer savings.
