Choose the model that resolves the measured bottleneck while leaving the carrier able to control quality and decisions. A well-run internal team is a legitimate comparator, not the default loser.

Use this proposed decision matrix:

Operating model Consider it when Work the carrier should explicitly budget for Pilot question
Improved in-house production Internal expertise is strong and demand is sufficiently predictable Supervision, training, QA, tools and surge arrangements Can better intake and rules remove the rework?
Outsourced estimate writing Drafting capacity is the primary constraint Full-file assembly, review, exceptions and approval unless included Does the estimate arrive with enough supporting evidence?
Managed file production Several preparation tasks need one accountable delivery owner Governance, acceptance, retained exceptions and claims decisions Does the provider own corrections through the agreed boundary?
Targeted automation A discrete repetitive task consumes measurable time Integration, validation, monitoring and exception handling Does total handling time fall after checking?
Hybrid Routine and complex work require different treatment Routing rules, hand-off control and cross-model reporting Does routing improve results without hiding difficult files?

These are different purchase categories. Deskimate describes estimate writing alongside broader TPA services, while Verisk describes estimating and assignment-exchange infrastructure. Neither description justifies assuming identical service scope. (deskimate.com)

Before scoring options, create a common task list. Mark every task included, retained, excluded or unpriced. Then compare costs across the whole list.
