Require joint approval from the economic sponsor and the acceptance authority.
The final decision sheet should contain:
- Scope, cohort, acceptance-standard version and evidence cut-off date.
- All six gates and their signatories.
- Raw ratings, evidence caps, weighted points and supporting artefact references.
- Accepted-file costs, service performance and downside sensitivities.
- Retained carrier workload and funded ownership.
- Unresolved gaps, permitted rollout scope and automatic pause conditions.
- The next review date and the evidence needed to expand or reverse the decision.
Recommended final question: “Does this route reduce the cost and effort of producing an accepted file, at acceptable service levels, while preserving evidence and accountable claims decisions?”
If the committee cannot answer that from the evidence pack, the correct output is a targeted next test—not a supplier ranking.
