Judge the complete operating model on total cost per accepted file, independently checked quality and retained claims control—not the price or speed of the first estimate. Apply mandatory control gates before calculating a weighted score. Then compare managed production, outsourced estimating, targeted automation and internal production against the same acceptance standard.
This scorecard is designed for Heads of Property Claims, technical claims and QA leaders, transformation teams, procurement and enterprise gatekeepers. Its recommended starting scope is routine residential water and wind files, with complex losses and coverage exceptions assessed separately.

What should the buying committee take away?
- Quality and accepted-file economics receive 40 of 100 points. Evidence traceability, authority, integration and security receive another 40.
- A failed control gate cannot be offset by a low price. Missing evidence is not a positive result.
- Score the work left with the carrier. Include checking, corrections, exceptions, integration support and fallback production.
- Distinguish a promising plan from demonstrated performance. Apply evidence caps to forecasts and demonstrations.
- Keep internal production in the competition. A central estimating team should face the same tests, but outsourcing should not receive an assumed advantage.
