Research method and limitations: discovery searches included regulators, legislative materials, industry reporting, job advertisements, podcasts and video searches. Those secondary channels were used to identify issues, not establish legal obligations. Some official California chaptered-text pages and the Colorado signed-act download were not retrievable; the resulting statutory-detail and applicability gaps are identified rather than filled with assumptions.
